Petrina Carter, President & CEO
On behalf of everyone at Tri-County Community Action Agency (TCCAA) welcome to our website! My name is Petrina Carter and I am the President/CEO of TCCAA, an agency focused on empowering individuals and strengthening communities.
Tri-County services are available to members of Halifax, Mecklenburg and Charlotte Counties in Virginia. We recently completed our strategic planning process and with renewed energy and focus have set forth on the mission to eliminate the violence of poverty through advocacy, empowerment and self-sufficiency. We believe in the strengths of all members of the communities we serve and look forward to a community where everyone lives a thriving life.
Before joining Tri-County, I was the Senior Manager for the Virginia Employment Commission’s Danville Local Office, working diligently to empower communities through economic and employee development. I have served in various positions throughout the region including Director of Career Services at Averett University and Executive Director of DOVES, Inc. My strong background in the social services and education have allowed me the ability to empathize with the members of the community while working diligently to effect change on a broad scale.
I serve on the Board of Directors for The Halifax Chamber of Commerce, The Institute for Advanced Learning and Research and The ARC of Southside. I have been actively involved in community work for some time, serving on the Boards of Big Brothers Big Sisters, Southside Virginia Society for Human Resource Professionals and Workforce Investment and Opportunity Act of the West Piedmont (WIOA).
I was educated primarily in the public school system of New York City, graduating from Norman Thomas Commercial High School. I received my Bachelor’s degree in Sociology from University of North Carolina at Greensboro and my Master’s degree in Training and Development from University of St. Francis in Joliet, Illinois.

Within these pages are snapshots of programs and services, as well as the history of our organization, which reflects the character of our institution. It will highlight the uniqueness of the Community Action brand and the integrity on which we operate each day. The personal service we provide is the difference we make.
